West End Historic Overlay Design Review Guidelines

Update Status - PUBLIC HEARING SCHEDULED FOR JULY 1, 2020 (Please note meeting location change.)


The Forsyth County Historic Resources Commission unanimously voted at its February 5, 2020 meeting to set a public hearing date for the revised West End Historic Overlay District Design Review Standards for April 1, 2020. The April 1, May 6, and June 3, 2020 meetings were canceled because of the COVID-19 pandemic.

The public hearing is now scheduled for July 1, 2020 at the Forsyth County Historic Resources Commission meeting. In order to provide adequate space for social distancing, the meeting will be held at the Benton Convention Center, 301 West 5th Street, Winston-Salem beginning at 4:00 pm. The meeting will be held in the Winston Ballroom, section 2. All attendees at the meeting, including staff, Commission members, and citizens, will be required to wear face masks.

The requirements in the UDO for revisions of existing guidelines state:  

3.2.2(F)(4) - DESIGN REVIEW GUIDELINE AMENDMENT

a. Prior to the amendment of design review guidelines for the Local Historic Landmarks (LHL) or any H or HO District, any person may comment upon the proposal.

b. Not less than forty-five (45) days prior to the public hearing at which the Commission proposes to act upon the amendment(s), copies of the proposed amendment(s) shall be made available to the Elected Bodies, and any other interested person upon request.

c. Concurrently, the Commission shall cause notice of the public hearing at which the proposed amendment(s) will be considered for adoption to be published in a newspaper of general circulation in Winston-Salem.  

2019/2020 Public Meetings

Below is the Final Review schedule for the West End Historic Overlay Design Review Guidelines Update.  Staff will be presenting the final draft to the HRC at their February 5, 2020 meeting.  The HRC will be setting a public hearing date at their February 5, 2020 meeting.

Comments may be shared with the Commissioners by emailing them to staff at preservation@cityofws.org. Public comments that are received from October 2-25 will be included in November 6 meeting packets. Comments received from October 26–31 will be emailed to the Commissioners on November 1. Comments received from November 1–5 will be emailed to the Commissioners by noon on November 6. Any comments not delivered to staff by 5 p.m. on November 5 must be made in person by attending the November 6 HRC meeting and speaking during the public comment period.

November 6, 2019 – 4:00 p.m. – Public Comment on the October 2, 2019 Draft

On November 6, 2019, the HRC received public comments on the Revision Process, Visibility Standards, and Changes to the Environment sections of the October 2019 draft document. The Commission reviewed and directed staff to make revisions to the Public Rights-of-Way; Walkways, Steps, and Railings; Driveways and Parking Areas; Retaining and Other Landscaping Walls; and Fences chapters of the Changes to the Environment section. The Commission requested that staff schedule a Special Meeting to continue review of the remaining chapters of Changes to the Environment, including Parks; Landscape Features; Exterior Lighting; Signage; Garages and Accessory Building; and Accessory Features; and the Changes to the Building Exterior section. As soon that meeting is scheduled, staff will post the meeting date, time, and location.

November 19, 2019 - 3:00 p.m. - Special Meeting on the October 2019 Draft

On November 19, 2019, the Commission will have a public comment period on the draft Changes to the Building Exterior section. The Commission will continue review of the Changes to the Environment section of the Guidelines, which includes the following chapters: Parks; Landscape Features; Exterior Lighting; Signage; Garages and Accessory Building; and Accessory Features. The Commission will begin review of the Changes to the Building Exterior section and work through the chapters as time allows.

Summary

The first meeting of the Forsyth County Historic Resources Commission West End Guidelines Subcommittee was held on September 22, 2016. Meetings of the Subcommittee continued through 2017. The Subcommittee’s focus was on resolving problems with the West End Historic Overlay Design Review Guidelines that had become evident during Certificate of Appropriateness reviews. Staff distributed a draft of the Guidelines update to the Historic Resources Commission and neighborhood stakeholders in May 2018. A public input meeting was held with stakeholders on June 13, 2018. Throughout the summer of 2018, members of the public were given the opportunity to provide feedback on the draft document through CiviComment. On August 21, 2018, a second public input meeting was held. CiviComment was closed on August 27, 2018. From fall 2018 through spring 2019, staff reviewed and categorized the public comments.

During the summer of 2019, the Historic Resources Commission and their staff held a series of subject-specific drop-in sessions to solicit additional feedback on certain hot topics. During the fall of 2019, this feedback will be incorporated into a revised draft, which will be distributed and reviewed according to the Review and Adoption schedule posted above. Staff anticipates that a revised set of Guidelines will be adopted by the HRC on February 5, 2020, with review beginning under the new Guidelines on March 4, 2020.
