Housing Rehabilitation Programs

The Lending Division oversees various housing rehabilitation programs that offer low- to moderate- income households funding for essential repairs to both owner occupied and investor owned properties. Each program has its own guidelines and approval criteria that must be met in order to receive assistance, please refer to the descriptions below.

Home rehabilitation 

The Home Rehabilitation program focuses on bringing substandard properties up to the minimum housing code (as funding allows) to address unsafe conditions and code violations. 

Program at a glance: 

  • Maximum assistance up to $65,000 
  • Owner occupied and investor owned properties 
  • Households (home owner or tenant occupied) must income qualify at or below 80% AMI (see chart above)
  • Income based loan terms, interest rates between 0-2% for owner occupied and 0-6% for investor owned
  • Repairs are prioritized to bring the home up to the minimum housing code
  • Accepts applications during certain times of the year – Currently accepting applications? NO

Emergency Repairs 

The Emergency Repair Program remedies housing conditions which pose an imminent threat to the integrity of the structure or to the occupant's health and/or safety. 

Program at a glance: 

  • Maximum assistance up to $15,000 
  • Owner-occupied households 
  • Households must income qualify at or below 80% AMI (see chart above) 
  • Income based loan terms, interest rates between 0-2% 
  • Repairs typically address emergencies involving plumbing, electrical, heating, cooling, structural security and roof
  • Applications are accepted throughout the year

Architectural Barrier Removal 

Citywide financial assistance is also available to remove architectural barriers to improve the mobility and accessibility of handicapped persons in their home.

Program at a glance: 

  • Maximum assistance up to $15,000 
  • Owner occupied and investor owned properties
  • Households (home owner or tenant occupied) must income qualify at or below 80% AMI (see chart above)
  • Income based loan terms, interest rates between 0-2% for owner occupied and 0-6% for investor owned properties 
  • Repairs are to address architectural barriers only
  • Applications are accepted throughout the year

Hazard reduction (lead abatement)

The hazard reduction (lead abatement) program works in tandem with the rehabilitation programs listed above to address lead based paint in homes built prior to 1978.
