Disadvantaged Business Enterprise (DBE) Program

Purpose

The City of Winston-Salem, the Winston-Salem Urban Area Metropolitan Planning Organization (WSUAMPO), and the Winston-Salem Transit Authority (WSTA) have established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.  The City of Winston-Salem has received Federal assistance, City of Winston-Salem has signed an assurance that it will comply with 49 CFR Part 26.

2023-2025 DBE Goal Notice

NOTICE TO THE PUBLIC DISADVANTAGED BUSINESS ENTERPRISE PROGRAM (DBE) GOAL FOR City of Winston-Salem, Winston- Salem Transit Authority and the Winston- Salem Urban Area Metropolitan Organization hereby publish an overall goal for its Disadvantaged Business Enterprise (DBE) Program for FY 2023 – FY 2025. The proposed overall goal is 2.41% for all FTA funded projects in FY 2023 – FY 2025. Comments will be accepted through September 22, 2023.

Eligibility Standards

To become certified as a DBE, a business must meet the eligibility standards established by the USDOT regulation 49 CFR Part 26. The North Carolina Department of Transportation (NCDOT) certifies businesses as a DBE for the state of North Carolina.
