Requests for Proposals for Inter-Agency Supportive Services and Operating Funding for Permanent Supportive Housing


The City of Winston-Salem is requesting proposals from service providers to operate a permanent supportive housing (PSH) project as part of the City of Winston-Salem’s efforts to end homelessness. The intent of this RFP is to provide the service and operating funding needed to operate permanent supportive housing units in an integrated setting. The City of Winston-Salem puts effort towards reaching this goal by providing funding for community-based organizations to quickly re house those experiencing homelessness while minimizing the trauma and dislocation caused by homelessness and to promote access to and effective utilization of mainstream programs.

The City intends to acquire a total of 10 units for families that is housed in two multi family apartment buildings. This RFP looks to find a local service provider who is qualified and has experience in providing supportive housing case management services to vulnerable populations experiencing homelessness.

Proposals will open on February 21, 2024, and must be submitted to the City of Winston-Salem by 5:00 p.m. on March 6, 2024.

Applicants are encouraged to provide as much detailed information as possible to assist the City in determining the qualifications of the applicant. 

RFP- Affordable Housing Supportive Services

Requests for Proposals for Managment of the Winston-Salem Forsyth County CoC Coordinated Entry System


Beginning February 5, 2024 the City of Winston-Salem is accepting proposals for a provider to operate a program to provide services related to the implementation of a Coordinated Entry System (CES) using funds from the Continuum of Care’s existing budget and other federal funding sources. It is anticipated that funding made available by HUD for this project will be matched to other sources in order to provide the full complement of services described in this Request for Proposals. Respondents are asked to propose a budget to provide CES services as described in the Scope of Services. The program has a projected start date of July 1, 2024.

Proposals must be submitted to the City of Winston-Salem by February 23, 2024 by 5:00 pm using the Neighborly Software application for which more information is provided under “Submission Procedure” below. All applications received by this deadline will be reviewed. Late applications will not be reviewed.

City of Winston-Salem Fiscal Year 2024-2025 Federal Community Agency Funding


The Fiscal Year 2024-2025 Request for Proposals and funding applications for Community Agency Funds and Housing Opportunities for Persons with Aids (HOPWA) funds will be released on Tuesday, January 2, 2024 at Community Agencies | City of Winston-Salem, NC (cityofws.org). Proposals are due by January 26, 2024 at 5:00 p.m. 

The Neighborhood Services Department will kick-off its funding process for program and project funding for the fiscal year beginning July 1, 2024. Programs and projects must primarily benefit low-income individuals and households and will be funded using:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnership (HOME)
  • Emergency Solutions Grant (ESG) – City and State
  • Housing Opportunities for Persons with AIDS (HOPWA)
  • Housing Finance Assistance Funds

The Neighborhood Services Department will hold a public hearing to obtain views on community development and housing needs as well as renewal of the Neighborhood Revitalization Strategy Area (NRSA) for the program year beginning July 1, 2024. 

The public hearing is scheduled for 6:00 p.m., Thursday, January 18, 2024 in the Fifth Floor Public Meeting Room of the Stuart Municipal Building.

The City of Winston-Salem seeks proposals for funding to be available under the Continuum of Care Homeless Assistance Grants Program (CoC) for Domestic Violence Bonus funding for the FY23 Program Year. The CoC is a community wide system of care with the goal of ending homelessness. 

Submissions will be accepted beginning July 17, 2023. Proposals are due on July 28, 2023 at 1:00pm. This RFP is available to all eligible agencies that wish to participate in the FY23 Domestic Violence Bonus Funding Application to operate a domestic violence project within the Winston-Salem/Forsyth County CoC jurisdiction.

This RFP is available to all eligible agencies that wish to participate in the FY 2023 Collaborative Application to operate a project within the Winston-Salem/ Forsyth County CoC jurisdiction. NC 500 CoC Special NOFO To Address Unsheltered Homelessness

The U.S. Department of Housing and Urban Development (HUD) released a first-of-its-kind package of resources to address unsheltered homelessness and homeless encampments, including funds set aside specifically to address homelessness in rural communities. The Unsheltered NOFO aims to provide CoCs with dedicated resources to address unsheltered homelessness in their communities. It also provides resources to enhance data collection and develop a more comprehensive understanding of people living in unsheltered situations, including encampments. 

The City of Winston-Salem is accepting Request for Proposals from non-profit organizations interested in becoming sub-recipients of a federal Special Continuum of Care funded grant. The sub recipient will utilize federal funding to provide rental subsidy and various forms of supportive case management to unsheltered households, per project and federal funding regulations. On June 22, 2022, the U.S. Department of Housing and Urban Development (HUD) released the Special NOFO. This is a first-of-its-kind package of resources to address unsheltered homelessness and homeless encampments, including funds set aside specifically to address homelessness in rural communities by connecting vulnerable individuals and families to housing, healthcare, and supportive services by promoting partnerships with healthcare organizations, public housing authorities and mainstream housing providers.

Submissions will be accepted beginning August 29th, 2022. Proposals are due by 12:00 p.m. on September 12th, 2022.  This RFP is available to all eligible agencies that wish to participate in the Special NOFO CoC program to provide services to the unsheltered homeless population within the Winston-Salem/ Forsyth County CoC jurisdiction.
