Rent/Utilities Assistance for low-income residents

Winston-Salem is receiving up to $5.9 million from the federal government to continue the Emergency Rental Assistance Program (ERAP) for low-income city residents affected by the COVID-19 pandemic. Changes in effect with this new round of funding:

  • The program is now open to any eligible resident who has suffered financial hardship, for whatever reason, during the pandemic. Previously, eligible residents had to show that that pandemic was the cause of their financial hardship. 
  • The program now provides up to 18 months of rent and utilities assistance – an increase of three months.
  • Residents who previously received ERAP assistance can apply for the additional three months of assistance if they still meet other eligibility requirements.
  • Applicants who were denied because they could not show that the pandemic was the cause of their financial hardship can reapply, if they if they still meet the other eligibility requirements.

Please Bring:

  • Identification for applicant and co-applicant (if any). Photo ID is preferred, such as a driver’s license, state ID card, military ID card, or passport. Other forms of ID can also be used, including birth certificates, Medicaid or Medicare card, a signed Social Security card or an ID card issued by employer or religious organization/place of worship.
  • Proof of income: Can be pay stubs for the last 30 days, 2020 W-2 form, award letters for SSI, SSDI or child support, or a self-written statement of income.
  • Your lease agreement.
  • For rental assistance, an eviction notice, or statement or bill from your landlord or utility company showing what you owe.
  • A letter or termination, or self-written statement of financial hardship.
  • For utilities assistance, utility bills showing amounts due for each month of assistance. The bill must include the household address and one household member’s name.

In the meantime, please make sure all required documents have been uploaded and all sections of the application are complete. ERAP

The city of Winston-Salem and Forsyth County have received federal funds under the Emergency Rental Assistance Program to assist low-income residents who are behind on their rent or utilities payments and have suffered a financial hardship during the COVID-19 pandemic.

The Emergency Rental Assistance (ERAP) is also accepting applications for households who have become homeless due to COVID-19, and are in need of rehousing assistance (rental and utility assistance). If you are a family or individual that meets this requirement and meets the additional requirements listed you are able to apply for assistance.


The program is open to all renters residing in Forsyth County (including Winston-Salem, other incorporated municipalities in Forsyth County and in the unincorporated areas of the county)  who have a household income 80 percent or less of area median income (see chart below) and have experienced a financial hardship during the COVID-19 pandemic. 

The Emergency Rental Assistance Program is for renters only. ERAP provides assistance with rent and utilities, to include electricity, water/sewer, trash removal, natural gas, propane, fuel oil and internet. Households may receive up to 18 months of assistance.(Up to 12 months of back payments and 6 months of future payments.)

Priority processing for this program will go to: 

  • Households with an income of 50 percent or less of area median income.
  • Households that have been unemployed for 90 days or more due to COVID-19.
  • Households with a pending court eviction.

Eligibility: 

  • Financial hardship during the COVID-19: 
    • Qualifies for unemployment 
    • Reduction in income (furlough or reduction in work hours) 
    • Had financial hardships or increased expenses (medical, food, etc.) 
  • Household income 80 percent or less of area median income (See chart below)
  • Past due notice on utility bills or rent payments
