February 23, 2023: Cleveland Avenue Homes Public Housing Complex - Notification of Federal Undertaking with Determination of Adverse Effects on Properties Eligible for the National Register of Historic Places


REQUEST FOR COMMENTS

The City of Winston-Salem is seeking comments from the public on the demolition and redevelopment of the Cleveland Avenue Homes Public Housing Complex, located at 1135 East 15th Street, and its effects on historic properties. The project will be funded through the federal HOME, CDBG, and Choice Neighborhoods Initiative Grant programs. Cleveland Avenue Homes has been determined to be eligible for the National Register of Historic Places, and its demolition constitutes an adverse effect to a historic property under Section 106 of the National Historic Preservation Act. Per Section 106, the City must take action to resolve the adverse effect. The City is in consultation with the North Carolina State Historic Preservation Officer, the Housing Authority of Winston-Salem, and McCormack Baron Salazar to prepare a Memorandum of Agreement that will outline the actions needed to mitigate effects to the historic property. The proposed mitigation activity is the development of a catalog of historical records that documents the impact of post-New-Deal federal legislation on Winston-Salem and Forsyth County, including but not limited to, the construction of interstate highways, public housing, and urban renewal.

Notification of Federal Undertaking with Determination of Adverse Effect on Properties Eligible for the National Register of Historic Places

Federal Undertaking

The City of Winston-Salem is proposing to authorize the Housing Authority of Winston-Salem (HAWS) to demolish and redevelop the Cleveland Avenue Homes Public Housing Complex utilizing federal funds from the Department of Housing and Urban Development under the HOME, CDBG, and CHOICE Neighborhood Initiative Grant programs.

Identification

The North Carolina State Historic Preservation Officer (SHPO) identified the Cleveland Avenue Homes as being over fifty years of age and, thus, meriting evaluation under National Register of Historic Places criteria.

Historic Properties

Cleveland Avenue Homes Public Housing Complex (FY9238) was determined eligible for the National Register of Historic Places in 2021 due to its significant associations with federal community planning and social history in Winston-Salem.

Description of the Undertaking’s Effects on the Historic Property

The project includes the demolition of the existing Cleveland Avenue Homes, which is a historic property.

Explanation of why Adverse Effects were Determined

The redevelopment portion of the project cannot be undertaken without the demolition of 40 residential buildings consisting of 244 dwelling units and one non-residential building, which comprise the existing Cleveland Avenue Homes Public Housing Complex.

Mitigation of Adverse Effects

The City, HAWS, and McCormack Baron Salazar, the project’s developer, consulted with the SHPO and the Forsyth County Historic Resources Commission on ways to mitigate the project’s adverse effect to the Cleveland Avenue Homes. The proposed mitigation will consist of development of a catalog of historical records relating to public housing and urban renewal for the benefit of future research by planners, historians, and the public. The parties are entering into a Memorandum of Agreement, which will stipulate the details of the mitigation.
