Landlords are responsible for providing reasonable accommodations for tenants only when the tenant in question makes the request. The landlord does not have to provide the exact accommodation requested, but must provide an accommodation that enables the tenant to have full use and enjoyment of property. The need for a hearing impaired doorbell is a reasonable accommodation, but the tenant must pay for the cost of the doorbell and for restoring the doorbell in its original condition upon moving out. For subsidy housing, the landlord pays all costs (The cost for installing any reasonable accommodation fixtures is incurred by tenants who request and are granted reasonable accommodations.
