Why wasn’t a bigger pipe installed when the road was built?

When the road was built, the stretch of Peters Creek Parkway immediately to the east was undeveloped and the surrounding land could absorb rain. Commercial development over the years created a large among of paved surfaces, which in turn results in far more water running off into the stream compared with when the land was undeveloped.
