Why is it going to take so long before the repairs can be put out to bid?

A great deal of preliminary work must be completed before the city can seek bids to repair the road. This includes designing the erosion control and drainage systems, relocating water and sewer lines as needed, acquiring any necessary right of way, preparing construction drawings and acquiring any necessary state and local permits.
