Patrice Toney is the interim city manager at the City of Winston Salem. Her direct report departments are Police, Fire, Emergency Management, Human Relations/Diversity, Equity, & Inclusion, and Housing Development and Neighborhood Services.  She joined the City in 2016 and served as director of the Budget and Evaluation Office for five years.  Prior to coming to the City, Toney worked at Forsyth County Government in budget and management, public health, and the library. Toney currently has more than 23 years of local government experience and started her career at the Winston-Salem Police Department.

Education
Toney has a bachelor’s degree from the University of North Carolina at Charlotte and a master’s degree in public administration with a concentration in local government management from the University of North Carolina at Greensboro. Toney completed executive education in state and local government from Harvard University Kennedy School of Government in Cambridge, MA. She is also a graduate of the Municipal/County Administration course, Leading for Results, and the Public Executive Leadership Academy (PELA), all from the University of North Carolina at Chapel Hill School of Government.    

Toney is a member of the North Carolina Local Government Budget Association, National Forum for Black Public Administrators, International City/County Manager’s Association, and the North Carolina City/County Manager’s Association.   

Toney currently serves on the boards of the United Way of Forsyth County, North Carolina Black Repertory Company/National Black Theatre Festival, and Financial Pathways of the Piedmont.
